picks that school. >> the impact of the petition is yet to be determined. today's move would be a first step. an official recall must be verified in order to have a place on the ballot. but the decision on school closures appears to be final. >> there is no intent to change the direction which is that those schools would close at the end of 2011, 12 year. >> to me, the decision was already made. >> and also lost in the shuffle are teacher who's have been part of the schools that are set foreclosure that will report to look for a new school. the president of the teachers union says she's hoping seniority will play a part in helping those teachers find placement. >> and there is a traffic stop turned into a confrontation this afternoon near union square, happening when officers stopped a vehicle on

bush street. the driver took off running and place chased them. according to the chief, the suspect fired several times at the officers, with a gun. >> that suspect turned and fired. and officers return fire. the suspect fell, struck by gunfire. >> this suspect was transported to the hospital. police have not yet identified him but believe he is wanted on parole. violations. now, police are searching for three men in the deadly shooting of a 21-year-old man. sky 7 was overhead around noon. the victim was pronounced dead at the scene. police say it's not clear if this was gang or drug related and they're looking for a green ford conture or mercury mystique.

>> two brutal sexual assaults in san francisco mission district have residents there calling for a special meeting tonight. they're pushing for better lighting in the neighborhood for starters. this shows a man suspected of robbing and raping a woman on 24th street at fair oaks around 6:30 in the morning. there was another attack on 24th street last month. there are similarities in these cases. and the community meeting is tonight at 7:00 at st. james catholic church. >> and the wake of several serious incidents involving campus police using force, states lawmakers held hearings to take a look at this issue. abc 7 is live from uc davis. one officer there is pepper sprayed line of peaceful protesters. >> that is right he's on leave and is under investigation, classes are out for holidays. but this is where last month,

uc davis police that one officer in particular, pepper sprayed peaceful demonstrators here on the plaza. it's incidents like that that have lawmakers looking at how to handle things differently in the future. in testimony before state lawmakers uc davis chancellor revealed that this video marked the first time she became aware. police on her campus had pepper spray in their possession. >> and. >> i didn't know i was getting pepper sprayed until i saw knit the video. >> she repeated she did not order the use of pepper spray or force on demonstrators blocking a campus walkway. if she know who's did order it, she's not saying. >> did your vice chancellor authorize the use of force? >> that is something that i can not speak to this. >> this testimony came during

a meeting of the joint education committee. their goal to develop new policies for police use of force on university campuses you need to put a halt to this kind of reaction to nonviolent, passive civil disobedience. >> mark udoff testified. besides uc davis, udoff cited another at uc berkeley. police used batons to disperse protesters. >> i'm deeply distressed by images of university of california students being sprayed and pepper sprayed. uc cavis jabbed with batons at uc berkeley. >> udoff won't answer questions. >> and. >> i thought the hearing was fine. excuse me. >> and we're taking a look at the crowd at uc davis.

we've been speaking and someone took their tent down. they're now just eight here, there are almost as many investigations going on into the incident here at uc davis as well as one at uc berkeley. president udoff hopes to have his report to them by march 1. that wasn't soon enough for some lawmakers concerned there could be many more campus protests after the new year. >> and we hear about this happening every year around the holidays. group of kids get together trying to do something nice. end up getting ripped off. >> someone stole $700 worth of donations from a school in vallejo. >> teachers say they're still in disbelief a couple of what is described as common thieves came and ripped off a huge chunk of what shurd have been the school's music budget. it was a winter concert supposed to be the biggest fund-raiser of the year, while

the band was playing and most adults were inside watching two men approached a small group of parents outside raising money, snatched cash box containing more than 700s skpdz ran off. administrators they they were caught on surveillance video. so far, police have described thieves only as young men, administrators say they're tightening security but the director says that is little consoleation to the kids. >> they're feeling low. you know? they worked so hard. to put this program on. and knowing it would help raise money, they're feeling really down a big part of that was taken from them. >> if this were to happen tomorrow, how will things look different? >> we'd have more security in the front to where they're visible. you know? hopefully, be able to dedetour people from moving forward in regards to this type of activity. >> in addition to heightened security the principal told us

fringe lan -- frank lib is canceling a school dance, supposed to be another fund-raiser for the music department. the music and dance programs are funded only by donations because the district can't afford to contribute anything to its budget. the school uses everything from instruments to band road trips. the district sen couraging parents to send donations in order to makeup for what was stolen. >> and it's moving day for dozens of veterans in a homeless veterans facility. they have until the end of the day to gather belongings and leave. 7,000 people have come through the homeless veterans emergency facility. since it opened. former homeless veteran started this shelter in a partnership with veteran's administration. now, they must go because the building is not safe and has to be torn down. >> people shutting us down are in washington.

a burning gas tanker closed a freeway today. this big rig caught fire 10 miles southeast of los angeles sending huge plumes of black smoke across the freeway. firefighters spent more than an hour dousing flaming trailer with foam. the patrol says driver and passenger were able to get out safely. and a miami police officer snot hurt, but perhaps plenty embarrassed today after the patrol car crashed and went up a pole. it's the police cruiser. so you're wondering how did it get up there? miami pd says the officer got distracted when reaching down to pick up a pen. >> checking healthy living news, cigarette and alcohol use among teens is at lowest level in decades but hair mayor use is on the rise.

and readings have been mixed with several concerned about the crowded daily deals marketplace. most analyst is closing at 2250 today up about $4 from the close. groupon wasn't the only daily yields company making headlines today. ebay's pay pal is taking aim the daily deal market as it plans to start offering coupons tailored to customer buying habits. by moving into deals it can bring in more money from 103 million members helping it reach revenue goals of $7 billion by 2015. and day three of losses as frustration runs high with a lack of movement in europe. qlur bloomberg silicon valley index down 2%. and meantime, president obama's presidential campaign team looks more than a geek

uc berkeley is doing something to help students better pay for education. >> today, cal announced a new program for those students. >> attending uc berkeley has a price tag of $32,000 a year with room and board. because many families don't qualify for financial aid, many struggle to send their kids to cal. enter m cap, middle class access plan. families earning between 80,000s skpdz $140,000 qualify. say a family makes $100,000 a year. most they'll pay is 15%. in other words $15,000.

their son or daughter will have to contribute, taking out loans or using savings. berkeley will then makeup the difference. the funding comes from donations and the revenue cal gets from out of state, and international student fees. >> and we're hope thfl plan will attract substantial support that will offset a portion of the softs and maybe allow us to approve the plan in the future. >> and the university says a quarter, or close to 6,000 middle class students will benefit from this program. for now, it's being offered only at cal. families can begin applying as of january 2. deadline is march 1. the families will need to fill out a application, standing for free application for
